I have been in SPLA for 21 years and I have lived in the mess (barracks) all this time. Will you build a house for me and my family?

No, DDR does not have the ability to give you money to build a house or a shop. You may, however, receive training to help you with this.


Will DDR give me a pension?

No, DDR has no means to provide pensions for ex-combatants. The money given to you at the moment of demobilization is to assist you for the next two months, and also to pay for your transport to your home State. It is a one-time grant and will not be repeated.


Will transport be provided to get us back to our home States?

No. The Reinsertion Grant includes money to cover your transportation. The grant is sufficient to cover these costs. It is your own responsibility to use the cash for the intended purpose. If you fail to go home for Reintegration, you may miss the chance to receive your Benefits!


Now that I have been demobilized, will I continue to get salary from SPLA?

From now onwards, you are no longer a soldier but a civilian. Therefore, you are no longer eligible to receive salary from SPLA. However, DDR is here to teach you about civilian forms of work and how to make a living (income).


When are we going to receive our salaries? We still need to support our families.

Now that you are registered for DDR, you will receive temporary Reintegration support (as described above) and no salary. DDR cannot offer jobs to ex-combatants under the program. However, DDR is here to help you find a way to earn money in your new civilian life.


How will I get my food support rations?

This support will be provided in the State where you are resettling. You will be informed of where to go for the rations, through your home SSDDRC State Reintegration Office, and above all through the radio you have received with the Non- Food item package. Do not forget, if you are resettling in another State, it is your responsibility to travel there in order to receive your Reintegration benefits.


I want to be a trader and run a business. Can DDR help me to do this?

You will not have to use your reinsertion grant to do this that money is to support you for two months and to pay for your transport home. DDR can definitely help you set up in business through the training and start up kit.


Is there a DDR program for children?

Yes, there is a child DDR program run by United Nations Children’s Fund (UNICEF). All child combatants under the age of 18 must be discharged from the army. Their DDR is a separate program which is designed to support former child soldiers. The SPLA has agreed to this. Child DDR does not include children living as dependents of combatants within the SPLA. These will be supported as dependants/family members.


These things (NFI package and Reinsertion Grant) we have received today, are they all we will get or will we get more from DDR?

Yes. The DDR program includes training and other assistance which is designed, first, to help you to support yourself during the time after Demobilisation and, second, be able to make a living in your new civilian life.


If somebody wants to join DDR, is this possible?

Interested combatants are welcome to join the DDR program, provided the SPLA accepts them for registration to be included in the program.


Can a person take more than one option?

You should select three Reintegration options from those on offer. Discuss this important decision with your friends or family. Then you will choose the best one during counselling later.


How long will the DDR assistance last?

The reinsertion grant, plus the Reintegration food support rations, should last for around 5 months altogether. The reintegration training will last for longer- from 6 months to 1 year depending on the option you choose.


DDR is not like we heard from the beginning. Why?

Some DDR ex-combatants have been given wrong information about the program. The staff of the SSDDRC State Office can give you the right information.


Where can I hear DDR radio messages?

Miraya FM Radio is on frequency 101 FM. It has a weekly radio show on DDR every Thursday at 8pm-9pm. You can also get other news at other times and on other radio stations. Be sure to take proper care of the radio given to you! It will be an important link to information about DDR you need!


If in wartime my Commanding Officer ordered me to take food from the community to feed my comrades in arms. How can I now go and live among the people I took from?

You are free to go anywhere in Southern Sudan. The land is big and you do not have to resettle where it is not safe for you. Otherwise, seek for forgiveness and reconciliation from those who you wronged in the past.


How can we overcome bribery and corruption?

You must say NO to anybody who asks you for a bribe. The things you are being given under DDR are free. They are your right and they are in recognition of the great sacrifice you have made for your country. If anybody asks you to pay a bribe or to grant a favour in order to receive your DDR benefits, you should refuse to pay and report the issue to somebody else you trust later within the DDR. DDR says ‘zero tolerance to corruption!’


Was DDR really mentioned in the CPA?

Yes, absolutely. In fact it was agreed as part of the Security Arrangement Protocol which was signed at Machakos in 2004, even before the final peace in 2005.
