ASSIGNMENT DESCRIPTION
The TDRP (Transitional Demobilization and Reintegration Program) is looking for a firm to set-up a Pilot Reintegration Project in the Republic of South Sudan to inform South Sudan’s Phase II DDR Programme. The pilot reintegration project aims to introduce and test socio-economic reintegration activities and institutionalize management mechanisms through completion of the reintegration of the first tranche of 500 ex-combatants in four states in South Sudan. The pilot will be conducted in the region of Greater Bahr al Ghazal (Warrap, Western Bahr al Ghazal, Northern Bahr al Ghazal and Lakes states).
The assigned firm will be responsible for setting up activities in keeping with the three components listed below. The firm is to set up project management units (PMU) in four states, which will provide project management support for the core socio-economic reintegration livelihood activities alongside capacity building activities to the South Sudan Disarmament, Demobilisation and Reintegration Commission (SSDDRC). The assigned firm is expected to manage a sub-contracted firm specialized in livelihoods and microfinance to implement the livelihood activities namely rural cooperatives, small farms, and microenterprisesdesigned under Component II. The firmwill provide management oversight of the pilot activities while systematically strengthening the capacities of local SSDDRC staff at the four states to take over the PMU management at the completion of the project pilot period.The firm will develop and adopt a pilot-based operations system and manual in line with SSDDRC institutional operations and implementation systems.
BACKGROUND
South Sudan achieved its independence on 9 July 2011. Since then, DDR has been articulated as one of the key priorities of South Sudan. The South Sudan Development Plan (2011-2013) identifies DDR as an important component of efforts to assist in broader peace building objectives throughthe reintegration of ex-combatants into appropriate livelihoods.PresidentKiir and his administration haveunderscored that DDR is a national priority.
The overall objective of the DDR policy and programme is to reduce the size of the SPLA/SSAF and the other organised services, and assist the ex-combatants in returning to civilian life and creating sustainable livelihoods. Specific objectives of the DDR programme are to: a) To reduce the size of the South Sudan Armed Forces (SSAF) and the other organised services; and the associated military spending; b)To assist the ex-combatants to return to civilian life in their host communities; c) To help ex-combatant secure sustainable livelihoods through non-military means; d) To release all persons below 18 years of age from armed forces and support their successful reintegration into civilian life. It is envisaged that service delivery overall to the people of South Sudan shall also be enhanced through the strengthening of the capacity of the South Sudan Disarmament Demobilisation and Reintegration Commission, line ministries, South Sudanese civil society and the private sector.
PROJECT DESCRIPTION & SCOPE
This DDR pilot reintegration project aims to achieve socio-economic reintegration objectives for 500 ex-combatants (XC) while simultaneously testing the designed economic reintegration approach. This approach is focused on the establishment of joint XC & community-owned cooperatives, small farms and enterprises. The pilot has the following social and economic reintegration objectives: 1) to increase livelihood opportunities for XCs in communities of return, and 2) to facilitate the reintegration of XCs into their families and communities of return.
In addition the pilot has learning and management objectives, which include: 1) to develop lessons learned that can be applied to future South Sudan DDR programming, and 2) to develop and install a system of DDR Reintegration Management in South Sudan that can live beyond the life of the pilot reintegration project. To this end, the pilot will test a focused turn-key management and operational approach to help institutionalize an operating system while building local capacity of state based NDDRC staff.
The project would implement activities in three phases: I) start up II) scale up and pilot testing and III) assessmentand learning.During these three phases, the following components will be required:
Component I: Project Management Units (PMU) and Technical Teams establishment and operation
Component II: Reintegration services & opportunities (cooperatives, small farms and microenterprise livelihoods)
Component III: Monitoring and evaluation framework and unit establishment and operation
The three major outputs will capture piloting results on the following institutionalized elements in each of the project activities:
- A project management unit and operational system and manual administered by local staff
- Sustainable economic activities targeting ex-combatants and their communities of reintegration
- A monitoring and evaluation framework and unit.
FUNDING SOURCE
The World Bank intends to finance the assignment / services described above under the following trust fund(s):

INDIVIDUAL / FIRM PROFILE
The consultant will be a firm. The services of a firm or consortium are sought to provide the above services. To be considered qualified to perform the services, the firm must be able todemonstrateextensive:
- prior and current operational and management capacity in conflict and post conflict environments,
- prior international experience managing and working in or on DDRprojects – in particular reintegration related programs or projects; and
- work in South Sudanand Sudan, with particular focus on South Sudan.
In addition, the firmshould be able to demonstratethe ability to deliver all of the inputs specified in this EoI request by showing:
- experience in managing a similar project funded by UN agencies, World Bank and/or other international donors;
- extensive experience managing sub-contracted activities;
- the ability to work effectively in both Arabic and English languages;
- substantial diplomatic and interpersonal skills; and
- ability to work well with teams and to share knowledge.
Furthermore, the firmmust be able to show that the personnel that would be selected to work on this project have an excellent prior knowledge of project management, experience with DDR and livelihood development work and a recorded ability to accomplish the project objectives as listed above. The consultant firm would be expected to include, at a minimum, in its proposal the following experts:
(i) team leader, with relevant experience in institutional development, project management and previous engagement in similar assignment;
(ii) capacity building specialist;
(iii) livelihoods development specialist;
(iv) financial/procurement management specialist; and
(v) monitoringand evaluation specialist.
The Team leader especially must display the following qualifications and skills:
- knowledge and experience at a senior level in executing projects in challenging post conflict environments;
- at least five years of experience in the delivery of DDR programmes or activities, as well as a record of institutional development, project design and implementation;
- proven experiences in providing management training in a multicultural context;
- experience of managing assistance programs in developing countries;
- excellent writing skills for documentation of manuals and guidelines;
- excellent oral and written communication skills and computer skills; and
- capacityto work and experience in managing teams in foreign environments.
The firm can sub-contract or employ short-term experts in addition to the key experts to implement the project. To this end, interested applicants are encouraged to submit an indicative list of partner organizations or firmsto be sub-contracted to undertake this project (please note: firm commitments are not necessary or binding at this stage).
The firm will also be fully responsible and accountable for hiring the local experts (translators, accounting experts, interpreters and trainers).

Responsibilities in each role will include:
- The implementation of activities in one of three training centres in the following locations: Eastern Equatoria, Western Bhar el Ghazal and Jonglei states.
- Ensure that current labour market knowledge, skills and practices are incorporated in the planning and implementation of all activities.
- Develop session plans and learning materials that reflect both current labour market demands and skills, as well as the diverse learning and psychosocial needs of the groups.
- Actively seek feedback from the Centre’s learners to ensure a learner-centred approach and to maintain high quality standards and learner satisfaction.
- Participate and work cooperatively within a team environment.
- Maintain learner attendance and records of progress towards skills development.

JOB DESCRIPTION
Background and purpose
UNESCO in South Sudan plans to establish three large holistic training centres combining literacy, life skills, psychosocial support, career guidance and arrange of vocational training courses including (but not limited to) agriculture, livestock management, carpentry, building and construction, tailoring and mechanics.
The UNESCO-led initiative is for an initial pilot phase to be implemented in the three purpose-built training centres each supporting 500 beneficiaries for a three month period from 1 October 2012 to 31 December 2012. There will be a 1-month preparatory phase from early September 2012 to the opening of the three training centers at the beginning of October 2012.
